Filming took place in early 2017, after Resident Evil: The Final Chapter was released, with producer James Wan expressing interest in the project. Filming began on October 17, 2020 in Greater Sudbury, Ontario, Canada. The film was reshooted in May 2021. Resident Evil: Welcome to Raccoon City premiered at the Grand Rex in Paris on November 19, 2021, and was theatrically released on November 24, 2021, in the United States by Sony Pictures Releasing. The 107-minute film has grossed $33 million worldwide at a production cost of $25 million, Box Office Mojo records. On imdb, the film received a score of 5.2/10 out of 24,000 ratings and Rotten Tomatoes gave it a 30% rating and an audience score of 66%.
Resident Evil: Welcome to Raccoon City Claire and her older brother Chris are children living in raccoon city orphanages. Claire befriends Lisa Trevor, a disabled girl who has been subjected to experiments by Dr. William Birkin, an umbrella corporation employee. Birkin's job is to supervise the orphanage and bring the children in for his own experimental research. Claire then escapes from the Birkin when she is chosen to participate in the experiment. In 1998, Claire returns to Raccoon City, hitchhiking in a semi-truck, to visit her brother Chris. But something happened. The truck driver hit a woman who was walking down the road. When Claire and the driver investigate, the woman disappears, leaving only a pool of blood.
The truck driver then licked the blood, and over time his mouth started foaming and things became erratic. Meanwhile, Leon S. Kennedy, a rookie police officer, works for his first day in the Raccoon City Police Department. He went to the city restaurant where he fell asleep at the counter. Jill Valentine and Albert Wesker, who were also at the restaurant, woke Leon up as they left. Leon noticed that the restaurant owner had blood coming out of his eyes when a deformed crow crashed into a window. Claire who had arrived at Chris' house immediately unlocked the house with her knife and entered. Claire explains that she returns to Raccoon City to warn Chris about the Umbrella Corporation.
Claire explains that she has contacted conspiracy theorist Ben Bertolucci, who claims that Umbrella has mistakenly poisoned the city's water. Meanwhile, sirens sounded telling residents to stay in their homes. Chris goes to the police station while Claire steals his motorcycle. Before Claire leaves a child breaking into the house, run away from her mother; Both experience severe, erratic, and bloody hair loss. Raccoon City is now a dying Midwestern city. The corporate exodus leaves the city with major crimes emerging beneath the surface. When evil is allowed, the townspeople are forever changed and a small group of survivors must work together to uncover the truth behind Umbrella's mission and try to get through night after night.
